USBR Sample Reports and Discussion
Here are an example of VEVA summary of activity reports, with discussions of the background
or review of them (taken from previously available web reports by the agency):
- Summary chart using known report data.
As
shown in the above summary there was a spike of results in 1992 with a reduction in 1993,
and continued growth in program success until 1997. Below is our take on the results shown.
- In 1992, the USBR program was begun with a combination of a strong internal program
manager and contract staff (SAMI and VEST). The beginning spike is due to initial opportunities. Through sharing of the data to others in the organization,
cost savings achieved in 1993 by the learning process was not attributed to the program. (When a designer used a former VE proposal on subsequent
projects, it was not counted as a VE result- only the initial proposal and project result was counted.) Growth in subsequent years is due to training
of staff and improvements to their program. In 1995, the organization replaced the strong value program manager with a person who was hostile to
VEVA. The contractor presence was removed in 1996. The 1997 results are mainly attributed to the influence of the previous strong program manager
and studies results be actually attained can be tracked to studies conducted during the previous operations. As you can see, results became erratic
in 1998 and 1999. A check of the results indicated that during this period several of the people in charge of the remaining program were reassigned.
By 2000 the program results appears very poor and do not even meet expenses. The organization stopped posting results in 2001 and has not responded
to our requests for reports of this period.
