ALTERNATIVE DESCRIPTION
This alternative for database screening would involve no formal or systematic screening.
Instead, the EHR buildings for rehabilitation would be identified based on each bureau's own
knowledge and judgment. The objective in this proposal would be to spend as much as
possible of the limited resources on rehabilitation, rather than on data gathering and
screening.
BENEFITS
DISADVANTAGES
No money is spent for gathering data or
screening.
Almost all funds are spent for rehabilitation
efforts.
Rehabilitation could start immediately.
Does not meet the requirements of the
EO and ICSSC guidelines. Therefore,
granting of a complete exemption from the
OMB for the EO activity would be required.
Selection of buildings for rehabilitation
may be more biased than objective.
No long term plans will be available for
rehabilitation if more money becomes
available in the future.
Some buildings needing mitigation may
not be properly identified.
