Some of the environmental consequences will require mitigating actions to remedy or compensate their impact. Both the physical and cultural environment will receive impacts as a result of the dam safety improvements.(#  R] A.` ` Environmental Consequences ` ` Environmental consequences identified in the preliminary Environmental Assessment (EA) are described as follows:(#`  R. ` ` 1. Draining the lake ` ` X Draining the lake will have a negative impact on fish populations and migratory birds that use Dulce Lake as a water source. The migratory birds and other wildlife that use Dulce Lake as a water source will need to find other water sources during the construction period.(#  R ` ` 2. Groundwater/Surface Water Impacts(# XX` ` X A spring is located about a halfmile downstream from the dam that may be fed or partially fed by seepage from Dulce Lake. If that is the case, reducing seepage from the dam may reduce flow from the spring which could significantly reduce water well production. This is a long term impact after the new dam is constructed. Also, irrigation flow may be impacted by the construction.(# ',))Ԍ` ` X Construction disturbance will destroy an unknown area of the wetland around Dulce Creek and away from the creek at the downstream toe of the dam. All of the area will be restored after construction, but by reducing seepage or concentrating it in a ditch and diverting it to Dulce Creek, the wetland around the downstream toe of the dam will be eliminated.(#  R ` ` 3. Construction Impacts(# ` ` X Possible borrow sources for soil and rock on the Reservation are being investigated. (# ` ` X The combination of stormwater runoff and bare construction areas may result in contamination of Dulce Creek.(# ` ` X Air quality will be impacted to some extent from construction vehicle exhaust fumes and from fugitive dust from topsoil and other soil stockpiles. (#  R X` ` B. Mitigations Required(#  R ` `  1.Draining the Lake(# XX` ` X XThe fish will have to be replaced after construction. The cost of this will be in the range of $50,000.(#  Rr# XX` ` X 2.XGroundwater/Surface Water Impacts(# XX` ` X XThe long term impact to the spring located downstream of the dam may have to be mitigated. The replacement of the irrigation during construction will have to mitigated. Most(,)) likely the irrigation rights will have to be bought out for a year for an estimated cost of $5,000.(# XX` ` X XThe significance of the impacts on wetlands from construction cannot be determined before the completion of construction and refilling the lake. Operational releases of water to recharge downstream wetlands and ground water may be needed.(#  RE ` `  3.Construction Impacts ` `  XConstruction mitigation will require borrow areas to be located, operated, and drained to minimize erosion and sediment transport into streams.(# XX` ` X XMitigating actions to avoid contamination of Dulce Creek will include the development and strict application of a Stormwater Runoff Plan. This would be included in the cost of construction.(# XX` ` X XNo mitigating actions will be required for the impact from vehicle exhausts. Mitigating actions for prevention of fugitive dust include standard construction practices, such as sprinkling or covering to control fugitive dust, which will be required of the contractor.(#
