FWHA Sample Reports and Discussion
Here are an example of VEVA summary of activity reports, taken from their reports on line,
with discussions of the background or review of them:

The FHWA program was really begin in 1997 in earnest as a result of a public law requiring
all states to conduct VEVA on any project that contained Federal funds and the total was over $25 million. We are aware of several states that attempted
or actually change projects to avoid the VEVA requirement by making each project construction portion under $25 million. In the beginning, many states
took an approach of training everyone to become a professional (in our opinion, not a good tactic). Later, some states with smaller VEVA requirements
came to the realization that unless they had more than five studies per year, a consultant was less costly than attempting to train a person to conduct
the studies and attempting to have that person conduct the study.
- As shown in the above summary results, the program appears to have performed what Congress
intended when they passed the law mentioned previously. What is missing in these reports is the cost of administration and the training performed to
generate the program. These costs are not shown in any reports known to us. Thus any ROI computation would not be valid. Also, the ROI of a program
that only includes $25 million dollar projects should generate larger than normal ROI's. (It is easier to get a million from $25 million dollar project
than from a million dollar project.)

- The 2003 report has not been released as of April 2004. It normally takes 6-9 months,
or more, to see this report posted.
These reports show many details and can be analyzed with regard to each state's program. Some issues are not useful to to lack of understanding by
the persons reporting the results (for example, consultant versus internal is almost useless).
